Regional and National Governments

Nexant assists national governments and regional associations of nations with:

  • Energy policies, strategy and implementation plans, and business plans
  • Power trading transaction support
  • Technical support for energy infrastructure projects
  • Training and assessment of training needs

Examples:

Egypt Nexant assisted the Egyptian Energy Efficiency Council in developing a national energy efficiency strategy and an associated policy reform agenda. We also supported market transformation initiatives that included establishing the Egyptian Energy Services Business Association and restructuring the country's Organization for Energy Planning.

Sri Lanka Working with the country's Energy Conservation Fund (ECF)/Ministry of Power & Energy, Nexant developed the concept of a Sustainable Guarantee Facility to overcome the major barrier of insufficient energy efficiency investments. Once the concept was approved, Nexant developed the operating mechanisms, identified capacity building/ training requirements for ECF, financial institutions, and ESCOs, and developed mechanisms for project evaluations and progress reviews.

Kingdom of Saudi Arabia Ministry of Electricity and Water (MWE) Nexant conducted an energy efficiency market potential study to assist the Ministry in understanding the effect that present and future energy conservation policies and technologies would have on electricity consumption-and in turn on electricity sector infrastructure requirements.

Saudi Electricity Company (SEC) Nexant helped to determine the scope of the problem of reactive power flows in the distribution networks of the SEC, which were causing increased line losses, reduced system reliability, and increased costs associated with reactive power compensation equipment. Nexant provided a conceptual framework for measuring or estimating reactive power flow at different locations in the networks and for identifying the primary sources of inductance and capacitance. We then proposed a pricing framework (a Reactive Power and the Distribution Network Service Tariff) that would minimize SEC's total annual cost of delivering energy by giving large industrial and commercial customers an incentive to optimize power factor levels.

Macau Energy Policy Master Plan Nexant was retained to assist Macau Special Administrative Region (MSAR) in developing an energy policy and regulatory framework with the goal of promoting fair competition without jeopardizing supply, while enhancing sector economic efficiency. As one part of this effort, Nexant assessed the potential for DSM programs and renewable energy as means of promoting both economic and environmental benefits. As a guide to policy decisions, Nexant estimated that coordinated DSM strategies could reduce MSAR's energy intensity by 5% to 10% over the planning horizon and reduce peak demand by 10% to 15%. The study also assessed options for price and non-price measures that would support more efficient energy use; estimated types of electrical energy consumption, potential end-use savings, and opportunities for distributed resources; analyzed the economic potential for replacing some current generation with renewable energy imports; and made recommendations for planning and implementation via existing institutions.
