MASTER PLANNING

Overview

The most effective way to coordinate the development of a country's energy sector is through a master plan that provides a roadmap for future development of oil, upstream gas, transportation, refining and processing, power generation and transmission, and petrochemicals. Master planning has been fundamental in the development of the energy and hydrocarbon-based industrial sectors in a number of countries, such as Saudi Arabia, Abu Dhabi, Qatar, India, and Malaysia.

A master plan facilitates integrated sector development over a specified planning horizon and provides for the prioritization of energy and/or industrial sector development. A master plan is also a major tool in attracting investors, who are able to see that a country has taken a coherent development approach and considered all aspects of development, and will support the identified projects.

Having a master plan ensures that a country receives maximum benefit from its energy sector development initiatives by providing:

  • Clear strategies for what should and—perhaps more importantly—what should not be done
  • Independent verification of proposed projects to ensure that they are in the national interest
  • A vehicle to identify barriers to successful development, so that they can be addressed rapidly
